ISPA is the Internet Service Providers Association of Belgium . This non-profit organisation was created to promote the interests of Belgian companies providing internet services. Its members account for 97% of the internet network in Belgium.

ISPA publishes a quarterly market survey on the development of the Belgian internet market, and is also active at a regulatory, legislative and technical level on behalf of its members and of the industry in general.

ISPA is a member of  EUROISPA : European association of European Internet Services Providers Associations.

ISPA Belgium was established on 30 May 1997 in Brussels

One of the first tasks of the new association was the establishment of a code of ethics. A working group was formed in which the BIPT and the Ministry of Justice had a seat. The  code of conduct  was then approved by all members at the general meeting at the end of April 1998 and has since come into effect. Various other European Internet associations and other organisations have used our code of conduct as inspiration for establishing their own codes. What distinguishes ISPA Belgium from other codes of conduct is that it was developed as part of a consultative process and not in a closed circle.

The next step was a move towards coregulation through the signing of the co-operative protocol with the government. After much discussion, on 28th May 1999, ISPA and the Ministers of Justice and Telecommunications signed a  cooperative protocol . The cooperation with the Central Legal Reporting Point is working effectively against illegal content on the Internet in Belgium. At the general meeting held at the end of April 1999, the member applauded this initiative by the ISPA.

Another task that ISPA took on was a role in the management of Belgian domain names, which until then was carried out by Professor Verbaeten of the KU Leuven. ISPA very quickly established a working group to take this task over and in 1998 decided to involve Beltug. At the beginning of 1999, the board of directors decided to contact Fabrimetal in order to have at least 3 organisations in the running of the new non-profit organisation. On 2nd February 1999,  DNS Belgium  was also established by these three organisations.
